Foreign Investments in France

General overview

At the moment, there are over 20,000 foreign companies in France, employing over 2.3 million people. In 2010, France registered 782 new foreign investment projects, creating more than 30,000 jobs, according to the Invest in France Agency. Some European Statistics situate France in the first position when it comes to foreign investment recipients in Europe. Actually, in 2008, the United Nations Conference on Trade and Development (UNCTAD) ranked France in second place in the world, after the United States. This year, France occupied only the fourth position in the UNCTAD ranking.

Paris, the capital of France, is the leading region in terms of foreign investments recipients, absorbing 31% of the national total. Consulting, engineering, software and IT services are the most attractive business sectors for foreign investments in the capital of France. 

Germany and the United States are the most active investment sources, while Portugal, Norway and Finland are the least involved in investing in France. In 2010, Invest in France Agency estimated that the most projects with foreign capital were registered in energy and recycling, but more jobs were created in the automotive industry, as well as in engineering and business services.

Jobs in France

There are more than 2.3 million employees in foreign companies established in France at present, out of which 26% are only in Paris. The European Attractiveness Survey, published in 2010 by Ernst & Young, considered France to be the second country in job-creating by foreign investment in Europe, after the United Kingdom. In fact, in 2009, the number of employment in foreign companies went down by 16%, as a result to the decrease in number of foreign investment projects. Moreover, some entrepreneurs wanted to avoid the risk of the fragile market in the years of economic crisis and decided to set up smaller projects, resulting in fewer jobs.


Foreign investments in France in 2009 were estimated by the Banque of France to 42.9 billion EUR, not very different from the amount reached in 2008. Businesses with foreign capital represent approx. 20% of all research and development budget and almost 40% of total exports. When it comes to the destination sectors of the allocated foreign capital in 2009, almost two thirds were directed to sales and marketing, 22% go to retail outlets and 12% to business services.
